How to Apply for a Business License for an IN-CITY Business

STEP 1: 
Log on or create an account through the City's Virtual Development Services portal. 
(Notifications will come from epl-noreply@chinohills.org. Please safelist this email.)
STEP 2:
Apply for:
Land Use Clearance - for in City retail/commercial locations
     or 
Home Occupation Permit - for a business operated from a residence/home


Upon confirmation of application completeness, an invoice for applicable fees will be sent via email.

STEP 3:Pay the invoice.
STEP 4: 
Upon approval, you will receive an email with a Land Use Clearance (LUC) certificate. Please follow the instructions to apply for your Business License.

  • This certificate is required to apply for a Business License. Business License applications that are missing the LUC certificate will not be accepted.
  • Business License certificates are provided via email from chinohills@hdlgov.com. Please safelist this email or check your spam folder if you have not received your certificate.

A 3.75% convenience fee is charged on the City Portal for credit/debit cards, a $1.95 process fee is assessed on all e-check payments through the City Portal, and a 2.9% convenience fee is charged by the Business License Vendor for the use of credit/debit cards ($2 minimum charge). NOTE: These fees may appear as a separate charge on your bank statement, and receipts are not available from the City.


Exemptions for Veterans and Non-Profit Organizations

Veterans selling tangible goods and non-profit organizations are exempt from paying the Business License and City processing fees. Other fees may still apply. Non-profit businesses shall provide documentation proving exempt status. A Veterans exemption form is required at the time of submittal.

OUT-OF-CITY Business

How to obtain a business license for out-of-city businesses: 

  • Apply Online via HDL or;
  • Call (909) 740- 3187 to request and pay for a Chino Hills Business License

Business license certificates are sent via email once all necessary steps have been completed.  If you need a duplicate certificate, please call HDL at (909) 740-3187. 

Business license renewals can be completed online or by phone. Please refer to the business license renewal notice for pin information to renew online. If you need a duplicate renewal form or would like to renew by phone, please call HDL at (909) 740-3187.
