Water Conservation Programs & Rebates
The City works with our regional partners like Inland Empire Utilities Agency (IEUA) and Chino Basin Water Conservation District (CBWCD) to offer rebate and program opportunities for our residents and businesses.
*NEW* Residential Irrigation System Enhancement (RISE) Program
This no-cost program combines our previous Irrigation Tune-Up Program and Sprinkler Timer Program, offering residents the opportunity to upgrade their existing irrigation controller to a new, weather-based, water-efficient device, as well as receive an irrigation evaluation + irrigation repairs.

Indoor Rebates
Funding is limited and will be allocated on a first-come, first-served basis.

Premium High-Efficiency Toilets - Rebates start at $40
The largest amount of water used inside your home (about 30%) is from flushing the toilet. Yet, how much water the toilet needs to flush properly is less than you may think. Eligible toilets must replace existing toilets using 1.6 gallons per flush (gpf) or more.
High-Efficiency Clothes Washers - Rebates start at $85
With nearly almost 15% of the water used inside your home going towards laundry, upgrading to a high efficiency washer can save both water and energy!
Automatic Water Softener Removal
Protecting our local water supply is critical. Residential self-regenerating water softeners - the kind that uses rock salt (sodium chloride) or potassium chloride pellets - pose a serious water quality problem for our communities.
Outdoor Rebates
Funding is limited and will be allocated on a first-come, first-served basis.
Residential Electric Lawn Mower Rebate Program - Rebate up to $250
If you have an operational gasoline lawn mower, leaf blower, chainsaw, or trimmer, you can turn those in to receive a rebate based on the purchase price of a cordless electric equivalent. For commercial landscapers and gardeners, please visit the Commercial Rebate Page.
Turf Replacement Program - Rebate up to $2 per square foot
The Turf Replacement Program is intended to encourage homeowners to remove existing grass and replace it with organic, drought tolerant landscaping. Please note, synthetic/artificial turf is not an approved conversion option for the program. For commercial properties, please visit the Commercial Turf Replacement Page.
Chino Basin Water Conservation District (CBWCD)
Chino Basin Water Conservation District provides fundamental water education, resources, and programs to help residents navigate through the world of water conservation.
Garden Planner
Here, residents can design their future drought-tolerant garden, all while learning about the beautiful plants here in California. Their site offers a plant search, and garden design templates to get you started on your project.
Free Sprinkler Checkup Program
This no-cost program offers assistance in identifying problems and learning how often your irrigation system should run for. Landscape professionals will meet with you at your property and collect data on your irrigation system. They will then issue you a report with recommendations and other helpful information.
Landscaping Workshops, Classes, and Certifications
Chino Basin Water Conservation District holds year-round free classes presented by expert instructors. No previous experience is required, so join a class and obtain valuable information about home landscaping and gardening.
