
Purpose
The City of Chino Hills has completed the process of updating the Hazard Mitigation Plan (HMP) for 2025, which has been has been reviewed and approved by both the California Governor's Office of Emergency Services (CalOES), and the Federal Emergency Management Agency (FEMA), and then adopted and approved by resolution on September 9, 2025 by the Chino Hills City Council.
The Disaster Mitigation Act of 2000 (DMA) requires local governments, as a condition of receiving federal disaster funds, to have a current hazard mitigation plan that:
- Describes the process for identifying hazards, risks and vulnerabilities
- Identifies the probability of occurrences for the hazards outlined
- Encourages the development and execution of local mitigation measures
- Prioritizes mitigation efforts to reduce risk
The preparation of the City's HMP was a collaborative effort, which included significant participation from various City department staff, local and area first responders, various utility companies, other local area stakeholders, and the public.
The purpose of the update, which occurs every 5 years, is to:
- Remain compliant with FEMA requirements
- Identify the City's natural, environmental, and man-made hazards
- Develop a risk assessment and mitigation plan for those hazards
- Identify projects that could potentially reduce hazard risks in the community
The City's HMP must be updated every five years to maintain eligibility for State and Federal grant funding.
