Homeless Outreach & Resources

The City of Chino Hills is actively addressing homelessness through outreach, partnerships, and the offering of much-needed services. The City contracts with an agency that deploys a team whose primary purpose is to meet people where they are and, through compassion and accountability, facilitate the journey from unsheltered and unwell to rehabilitation and mental well-being. Together with our partners, the City can provide resource referrals and assist in addressing issues related to the unhoused in a thoughtful and caring way.  

Program Overview

The City of Chino Hills has made direct investments in combating homelessness, which consists of:

  • Social Work Action Group (SWAG): The City of Chino Hills has contracted with SWAG who focuses on direct outreach to those on the streets and experiencing homelessness.  They provide case management, addresses quality of life issues, collaborate with Chino Hills Police and the City of Chino Hills, and other partners to provide resources to those in need. 
  • Chino Hills Police/San Bernardino County Sheriff’s Department (SBCSD): The Department offers Homeless Outreach & Proactive Enforcement (HOPE) to the unhoused.  The HOPE program seeks to provide a variety of needs-based resources, including behavioral health resources.   Resource Guide
  • Code Enforcement Division – Working hand-in-hand with residents, businesses, police, and SWAG, we address homeless-related concerns with compassion, connect individuals to helpful resources, and join together to keep Chino Hills a safe, welcoming community for everyone.

Resident Involvement

Responsible compassion for the homeless is vital to the success of getting those in need to accept the offer of services they so greatly need.  The harsh reality is that many homelessness or unhoused cases are complicated and can be tied to drug and alcohol abuse, mental health, and other more extreme issues.  Don’t let your generosity be the reason that someone declines the services they need.   Here are some helpful tips to ensure you are a part of the solution: 

The Do’s and Don’ts of Responsible Compassion:

  • DO treat the homeless with respect
  • DO offer help by calling 211
  • DO volunteer with local organizations 
  • DO make donations to local organizations 
  • DO respond to panhandling with a firm NO
  • DO report illegal activity by calling 911
  • DON’T encourage panhandling by giving money, food, etc. 
  • DON’T allow anyone to camp or loiter on your property
  • DON’T assume you’re making a difference when giving; you may actually be enabling an addiction and preventing them from accepting the services they have been offered

Shopping Center and Business Involvement

As a property owner or business operator, maintaining a clean, safe, and welcoming environment is essential for customers, employees, and the community. Individuals experiencing hardship may frequent shopping centers or nearby areas in search of shelter or resources. While homelessness itself is not a crime, some associated behaviors can pose health, safety, and property management challenges.  

Here’s a few important tips: 

  • Ensure All Trash Enclosures Remain Secure
  • Maintain Clean and Safe Trash Enclosure Areas
  • Prevent Illegal Storage and Dumping
  • Address Food Waste Responsibly
  • Understand Legal Boundaries
  • Monitor Property for Health and Safety Compliance
  • Recognize the Support Services Available - You can contact SWAG at (833) 792-4674, ext. 5 or the SBCSD at (909) 465-6837
  • Document and Report Public Safety Concerns
  • Report Lighting Issues to Shopping Center Property Management
  • Report Abandoned or Stored Vehicles to Shopping Center Property Management
  • Use Non-Emergency Services When Appropriate - For non-urgent concerns such as trespassing or loitering, contact the SBCSD non-emergency line at (909) 465-6837. Provide detailed information to help officers respond appropriately.
