Commercial and Multi-Family

The City of Chino Hills contracts with WM (Waste Management) to provide trash, recycling, and organics (food waste and green waste) collection services. All businesses and multi-family properties MUST subscribe to these services - it's California's law!

As of January 1, 2022, any business or multi-family complex without food scraps recycling or comingled recycling services must set up services to ensure compliance with state and local law.

Failure to set up these services will result in automatic enrollment for recycling and organics recycling services.

As of July 1, 2020, businesses already subject to commercial recycling (AB 341) or organics recycling (AB 1826), specifically establishments that provide food for purchase and immediate consumption on site, are required to provide easily accessible, clearly labeled recycling and organics collection bins adjacent to each trash bin in customer areas. Full service restaurants are exempt from front-of-house bins, but must offer employee-only recycling and organics bins in back-of-house for customer-generated materials.

Mandatory Commercial Recycling - Assembly Bill (AB) 341

AB 341 requires businesses and multi-family properties of five units or more that generate 4 cubic yards or more of commercial solid waste per week to arrange for recycling services.

Your recycling requirements can be met by implementing one or more of the following options:

Subscribe to WM's recycling services
Use a free third-party recycling service company, other than WM, and submit the required supporting documentation*
Separate recyclables from your trash to donate, sell, or self-haul to a recycling center, and submit required supporting documentation*

Mandatory Organics Recycling - AB 1826 & Senate Bill (SB) 1383 Short-Lived Climate Pollutants: Organic Waste Methane Emissions Reductions

Effective January 1, 2022, all commercial businesses and multi-family properties of five units or more must comply with SB 1383 and its organic waste recycling provisions. Organic waste includes any food waste, green waste, etc. SB 1383 supersedes AB 1826, the State’s previous Mandatory Commercial Organic Waste Recycling Requirement.

What is Organic Waste?

Organic waste, also referred to as organics, means food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper waste that is mixed in with food waste.

Your organic recycling requirements can be met by implementing one or more of the following options:

Subscribe to WM’s organic waste collection and recycling services
Recycle organic waste onsite or self-haul organic waste for recycling at an approved facility, and submit required supporting documentation*
Sell or donate organic waste generated from your business, and submit required supporting documentation*

Exemption Process

AB 341, AB 1826, and SB 1383 require businesses and multi-family properties (5 units or more) that generate a specified amount of solid waste per week to arrange for recycling and organics recycling services. However, some businesses and/or multi-family complexes can qualify for an exemption if they meet specific criteria.

Only businesses that have requested and received a waiver from the City can avoid mandated participation in recycling and organic recycling programs through a franchise-hauler program. If a waiver is not approved by the City, your business or multi-family property will be subject to automatic enrollment.
