About the Planning Division

The Planning Division is responsible for the implementation of the City’s General Plan and Development Code. The division is also responsible for managing all land use entitlements in accordance with the Subdivision Map Act, California Environmental Quality Act (CEQA), and Planning, Zoning, and Development Laws. The Planning Division services residents and developers within the city by managing land use entitlements for proposed residential and commercial projects, including:

  • Preparation of Initial Studies and Environmental Impact Reports 
  • Site Plan Reviews
  • Design Reviews 
  • Conditional Use Permits
  • Tract Maps 
  • Parcel Maps
  • General Plan/Development Code Amendments 
  • Preparation of Conditions of Approval 
  • Public hearings before the City Council and Planning Commission
